[The caller asked if DOE had issued any guidance on the confined space standard.]

DOE Order 5480.4 mandates compliance with 29 CFR 1910, 29 CFR 1926, and ANSI Z117.1-1977 for confined space entry. If there is a conflict between 1910 and ANSI or between 1926 and ANSI, the more protective shall apply. The newer ANSI standard Z117.1-1989 is not listed in DOE Order 5480.4 and it is therefore not mandatory. Proposed DOE Order 5483.XX will correct this outdated reference, but until it is signed, 5480.4 remains the Order for DOE. In general, compliance with 1910.146 will provide compliance with the ANSI standard, but the ANSI standard may be more protective than 29 CFR 1926 for construction.
