The Fourth Annual DOE Electrical Safety Advisory Committee meeting took place October 4-6, 1994, in Phoenix, AZ, hosted by the Phoenix Area Office of Western Area Power Administration. Chairpersons of several subcommittees provided updates on the following DOE-specific electrical safety issues: R&D, enclosed electrical/electronic equipment, technical revisions to the Electrical Safety Guidelines, DOE Order 6430.1A, General Design Criteria, and lockout/tagout. Dr. Delwyn Bluhm (Ames Laboratory) and Hugh Bundy (SNL) submitted drafts of proposed new Guidelines, sections on R&D, and enclosed electrical/electronic equipment currently out for review. Expect a decision on including the proposed sections in early Summer 1995.
Attendees then provided the following presentations: Update on DOE model electrical safety workshops; stress; electrical safety training; 29 CFR 1910.137, "Electrical Protective Equipment"; insulated tools; electrical voltage meters for low voltage; 29 CFR 1910.269, "Electric Power Generation, Transmission, and Distribution;" Nevada Raytheon Services; and infrared thermography as a maintenance tool. Site representatives also shared lessons learned on electrical accidents, including recent Type-A investigations on an employee burn and fatality.
